What is OVTI?

Opportunities Via Transition & Integration

OVTI is an independent European policy and legal research initiative established to develop practical, lawful and evidence-based responses to complex challenges in migration, integration and public policy.

Explore Our Work
  • Identify the problem.
  • Examine the law.
  • Study the evidence.
  • Develop a solution.

We seek to turn identified policy gaps into constructive proposals that can be researched, discussed and considered by policymakers, institutions and society.

ABOUT OVTI
From Policy Challenges to Practical Solutions

Addressing the Policy Gap

European migration policy operates at the intersection of law, public administration, social integration, fundamental rights and economic realities.

When these different dimensions do not align, policy gaps can emerge that are difficult to address through existing mechanisms alone. OVTI was created to examine such gaps and explore whether practical legislative solutions can be developed within the European legal framework.

OVTI does not seek to replace governments, institutions or existing organisations. Its purpose is to contribute independent ideas, research and policy proposals to the wider European policy debate.

Our Approach

Identify the problem. Examine the law. Study the evidence. Develop a workable solution.

Our Mission
Our Mission

Develop practical and legally sound policy proposals.

Proposals that respond to real-world challenges while respecting the rule of law, fundamental rights and European legal principles.

Through independent research and policy development, we aim to contribute to solutions that provide greater legal certainty, improve public policy and support sustainable integration.

Our Vision

A platform for independent legislative innovation.

We envision a Europe where difficult migration and integration challenges are addressed through law, evidence, innovation and constructive dialogue.

OVTI aims to become a platform where emerging policy problems can be examined openly and translated into realistic proposals capable of contributing to legislative and institutional discussions. Our long-term ambition extends beyond a single proposal.

OUR
PRINCIPLES

The foundational ethics guiding our research and proposals.

Principles
01

Rule of Law

Policy innovation must remain firmly grounded in applicable European and national law.

02

Evidence Before Assumptions

Policy proposals should be supported by research, reliable information and careful analysis.

03

Practicality

A theoretically attractive solution has limited value if it cannot realistically be implemented.

04

Human Dignity

Effective migration management and respect for human dignity are not mutually exclusive objectives.

05

Responsibility

Rights, responsibilities and clearly defined conditions should form part of sustainable policy frameworks.

06

Independence

OVTI seeks to assess policy challenges independently rather than approaching them from a predetermined political position.
