OVTI is an independent European public policy initiative bridging the gap between humanitarian obligations and economic realities.

The Context

The Origins of OVTI

Our initiative was born from a critical paradox in European society: the simultaneous existence of severe labour shortages and thousands of motivated individuals trapped in legal limbo.

For years, individuals whose asylum applications were rejected but who could not safely return home have been excluded from the formal economy. At the same time, critical European industries have faced unprecedented workforce deficits. OVTI was established to design a legally sound, practical framework—The Bridge Permit—that solves both crises simultaneously, ensuring dignity for individuals and vitality for host societies.

Today, we work alongside legal scholars, labour economists, and policymakers to turn this evidence-based proposal into European legislative reality.

Evolution of the Proposal

Phase 1 - Identifying the Gap

Extensive research into the disconnect between EU return policies and growing domestic labour market deficits.

Phase 2 - Legal Formulation

Drafting the foundational legal mechanisms required to issue provisional work permits within Schengen frameworks.

Phase 3 - The Bridge Permit

Finalizing the legislative proposal designed to transition non-removable individuals into legal employment.

Phase 4 - OVTI Launch

Public launch of the initiative to build cross-sector consensus among EU policymakers and the public.
